Louisiana Purchase - Anita

Thomas Jefferson bought an acre of land for 3 cents.
France had just re-taken control of the Louisiana Territory.
The United States never asked for all of Louisiana.
Many Americans likewise opposed the Louisiana Purchase.
Even that low price was too steep for the United States.

Who is Thomas jefferson? When did he purchase Louisiana territory and why did france take control over it again?
